Recall that the powerful protest movement of the Kirovites as they could defend the territory of the park zone, speaking at numerous rallies and pickets against the construction that began here. However, who listened to them? The city and regional authorities had its own point of view about construction in the park. So, for example, in December 2013 the head

Although, given that the decision on the start of construction in the park was made not by the city administration, but by the Government of the region and the governor himself was one of the most active initiators of this construction, there is nothing to be very surprised at.

One way or another, but at the beginning of 2012, the Copernicus investment group (Moscow) registered its representative office in Kirov – Terrasport -Kirov LLC – and signed an agreement with the Government of the Kirov Region that she intends to implement in the park your project. To put it mildly, the not very clear reputation of Moscow investors (in the media at that time there were publications on the debts of Copernicus, on the arrest of property, etc.) The leadership of the region did not bother. Initially, it was also not clear how exactly Copernicus intends to fulfill his social mission before the Kirovites. By the way, in addition to Copernicus, there was another, a local investor, ready to implement a project for the construction of another sports facility. And the Kirov residents were trusted more, but the land in the park nevertheless received the Copernicus and began construction.

On the eve of the new, 2016, Minister of Sports Svetlana Medvedeva officially said that the work on the construction of a sports complex in the park near the Palace of Pioneers was temporarily stopped. The voiced reason was banal, but similar to the truth: the investor has no money. And what to do? Crisis in the country. The deadlines were shifted by an indefinite time. But, according to the minister, there is no reason in the resumption of construction: significant funds are invested in the facility, so not to complete it is like throwing the money into the wind.

“The investor choked on the Kirov Park,” residents of the city were indignant. – It serves him right. In social networks, they violently discussed the current situation, they say, the customer received money, the contractor – the land, and the inhabitants of the city – nothing.

In March of this year, the Kirov residents learned the following news, and already from the lips of the general director of the Copernicus investment group Alexander Senatorov: 360 is needed for the construction of a new sports complex instead of 300 million rubles. And again justifying: what to do, everything is expensive – the crisis, funds are not enough.

However, Senators hastened to reassure: the situation can be corrected. To do this, it is enough to establish interaction with the leadership of the region, agree on the mechanism of guarantees, in particular to confirm the amount of funds allocated by the Government of the Kirov region for the acquisition of subscriptions and classes from it. In a word, you need to look for ways to get out of a difficult situation, summed up senators. In the meantime, the search will go, an unfinished object and will continue to be frozen. If the money appears, you can complete it in a year. About 180 million rubles are not enough to complete the construction of a sports complex with two halls and a pool for 6 tracks. Everything is extremely simple.

And again, a wave of human indignation: “They pulled a place in the park, now they are also asking for budget money. They forgot how they themselves promised that schoolchildren would be engaged in the new sports complex for free. Now they should pay them. And what will happen tomorrow?

And then Kirovchan is waiting for a new “discovery”. At the disposal of the newspaper Vyatka Territory, documents confirming that in October 2015, the Moscow Arbitration Court appealed to the UIMPP-Project LLC demanding to recover the debt in the amount of the Terrasport-Kirov LLC
4 million 100 thousand rubles, a penalty of 695 thousand rubles, losses of 550 thousand rubles and legal costs in the amount of 149 thousand 725 rubles. Between the plaintiff and the defendant, an agreement was concluded to carry out work on the development of design documentation of the Covered Ice Arena Terra ICE on a land plot located in Kirov within the boundaries of the quarter of ul. Popova – Kalinina – Surikova – Nekrasova. UIMPP-Project LLC completed work, but the defendant paid only part of the amount. During the consideration of the case, Terrasport-Kirov LLC stated oncoming claims to recover the amount of preliminary payment under the contract in the amount of 1.5 million rubles. The court decided to recover from Terrasport-Kirov LLC in favor of UIMPP-Project LLC debt, penalty and legal costs for a total of almost 5 million rubles. The court refused to satisfy the oncoming claim.

What is the end? Given the foregoing and the fact that in August 2015 the Copernicus investment group was declared bankrupt according to the simplified procedure of the liquidated debtor, and has already been liquidated, we can assume: the sports complex is waiting for the fate of the long -term construction. However, the situation may change if it attracts the attention of the prosecutor's office.
